The Challenge

Efficient passenger information is essential for helping public transport users plan their journeys and respond to delays, service changes and disruptions. Warsaw is seeking a digital solution that can combine timetable information, real-time vehicle data and passenger communications within a centralised system.

The selected provider will develop and deliver the Central Passenger Information System of Warsaw Public Transport (cSIP). The system will include a central application for publishing timetable data in GTFS and NeTEx formats, distributing passenger content and managing e-ink passenger information displays. It will also model predicted vehicle departures and publish real-time vehicle location data using GTFS-RT and SIRI formats.

The solution should make it easier for passengers to access routes and timetables and receive timely information about delays, changes and disruptions. It should also allow the transport authority to quickly update stop information and timetables and distribute notifications and warnings across all or selected electronic displays.

The contract also covers maintenance of the delivered software and support and warranty services for 60 months following software acceptance.

Background

Zarząd Transportu Miejskiego w Warszawie (ZTM), acting on behalf of the City of Warsaw, has published a procurement for the development, delivery and maintenance of an IT system supporting dynamic and static passenger information and the management of electronic passenger information displays.

The procurement aims to establish the Central Passenger Information System of Warsaw Public Transport (cSIP), improving how timetable, route and real-time operational information is managed and communicated to passengers across Warsaw's public transport network.

In addition to developing and implementing the system, the selected contractor will be responsible for maintaining its operational functionality and providing support and warranty services for 60 months from software acceptance. The contracting authority also requires the Project Manager to be employed under an employment contract for the entire duration of the contract.
