Scottish Water Seeks Contractor to Deliver EV Charging Infrastructure

The Challenge
Scottish Water is expanding its electric vehicle charging infrastructure to support the transition towards a low-carbon fleet across its estate in Scotland. It is seeking a single contractor capable of providing a comprehensive, end-to-end service covering the delivery and ongoing operation of EV charging infrastructure.
The selected contractor will be responsible for the supply of AC and DC charging equipment, site surveys, design and feasibility assessments, civil and electrical works, installation, commissioning, testing and certification. The contract also includes planned and reactive maintenance, repairs, equipment replacement, technical support, asset reporting and performance monitoring.
Infrastructure may be installed across Scottish Water's operational sites, including depots, offices, treatment works and other operational premises. The contractor must therefore have the capacity to operate across Scotland, including remote and rural locations.

The opportunity is relevant to experienced providers capable of delivering and managing EV charging infrastructure at scale, including:
- EV charging infrastructure providers
- AC and DC charging equipment suppliers
- EV charging installation and commissioning companies
- Electrical engineering and installation contractors
- EV infrastructure maintenance and lifecycle service providers
- Integrated EV charging and energy infrastructure companies
The selected contractor must be capable of acting as the Principal Contractor and Principal Designer where required under the Construction (Design and Management) Regulations. Providers must also demonstrate compliance with relevant electrical, EV charging, health and safety, and Scottish Water standards, including the current IET Wiring Regulations (BS 7671) and membership of SELECT or an equivalent electrical trade body.
Background
Scottish Water is continuing to expand its EV charging network as part of its transition towards a low-carbon vehicle fleet. Through this procurement, it intends to appoint one contractor to manage the supply, installation, commissioning, maintenance and repair of charging infrastructure across its estate.
The selected contractor will act as the principal point of contact and manage all activities associated with the provision of EV charging infrastructure and related services. The contract covers both the initial deployment of infrastructure and its ongoing maintenance and lifecycle support.
The opportunity has an indicated contract value of up to £12 million and covers locations throughout Scotland. The Contract Notice was published on 6 August 2026, with applications closing on 7 September 2026.
