Background

As part of the German Climate and Technology Initiative (DKTI), the Federal Ministry for Economic Cooperation and Development (BMZ) in Germany has commissioned a project titled "Promotion of transformation to sustainable and climatefriendly Electric Mobility in India (E-Mobility)". The technical cooperation project is part of Green Urban Mobility Partnership (GUMP) between India and Germany.

Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH and Ministry of Heavy Industries (MoHI) shall be jointly implementing the E-Mobility project. The objective of the project is "to improve the conditions for coupling the transport and energy sectors for climate-friendly electric mobility and achieve sustainable, socially balanced, and inclusive urbanisation (SDG 11) by improving the environmental and industrial protection of the environment and infrastructure in urban areas, in particular with regard to environmental and climate aspects and the improvement of living conditions, especially for the poor urban population". The project will support MoHI and its partner cities in linking the transport and energy sectors for climatefriendly electric mobility.

As part of the project, Germany together with India as a global partner shall be working on the core topic "Responsibility for our planet - climate and energy" of the BMZ reform concept 2030 and contribute to Action Field 1 "Climate Protection and Adaptation to Climate Change", Action Field 2 "Renewable Energies and Energy Efficiency" and Action Field 3 "Sustainable Urban Development including Mobility".

Electric Vehicles (EVs) are being rapidly integrated into the energy systems of many countries to reduce carbon emissions from the mobility sector to mitigate climatic issues. More specifically, the push for EVs is driven by the global climate agenda established under the Paris Agreement to reduce carbon emissions to limit global warming. India, similar to many other countries pledged to reduce the emission intensity of its Gross Domestic Product (GDP). India"s transport sector has a share of 13.5% to the total energy related CO2 emissions and road transport is responsible for 90% of these emissions. Therefore, transport sector shall play a very critical role in reducing the overall carbon footprint.

Under the said project, one of the primary objective is to support the development of a systematic plan and implementation strategy for electric mobility in the identified partner and scale-up cities with active participation of the relevant urban local bodies. To deliver this, GIZ seeks the services of a consultancy to support develop the strategic competencies of relevant actors from the identified cities by strengthening their capacities through technical advisory, trainings, and with sector-specific solutions to select suitable vehicle types, aspects relating to batteries (life cycle and sustainable disposal, recycling) of Evs, renewable energy souricng, technology concepts, identify business and financing models to faster adopt electric mobility, develop charging infrastructure, and provide necessary support in other relevant areas of electric mobility.
