Inclusive urban mobility pilot
The Challenge
European cities increasingly recognise the importance of accessible public transport for persons with disabilities. However, many cities still lack scalable, user-centred and sustainable digital solutions that can be integrated into daily public transport operations.
Existing accessibility initiatives are often fragmented, limited to short-term pilots or dependent on project-based funding, which prevents long-term adoption and system-wide impact. In many cases, solutions are tested but not maintained, updated or scaled after the pilot phase.
There is a clear need for a city-driven pilot model where accessible urban mobility solutions can be implemented in real-life conditions, evaluated together with end users and adopted through a sustainable licensing approach rather than temporary project funding.
Who can apply?
We are looking for organisations interested in a pilot-based and licensing-oriented collaboration, including:
• Municipalities or city authorities willing to host a pilot implementation within their public transport network and evaluate the solution for long-term adoption through licensing.
• Software companies or technology providers capable of developing, adapting and maintaining a scalable digital mobility solution under a service or licensing agreement.
• Universities or research institutes (optional) with expertise in accessibility, user experience, social impact or evaluation to support validation and user testing.
This opportunity is not a grant-based call. It is a market-oriented collaboration focused on real-life pilot deployment, service provision and long-term sustainability through licensing.
Background
This opportunity is initiated by Çukurova Visually Impaired Sports Club, a non-governmental organisation with long-standing experience in accessibility, inclusion and disability-focused initiatives at local, national and international level.
The initiative is built around MOBEE (Mobility for Disabilities – Easy and Equal), an inclusive urban mobility solution concept designed to support persons with visual, hearing and mobility impairments in using public transport more independently, safely and confidently.
MOBEE is conceived as a city-oriented solution, implemented through real-life pilots and sustained via a licensing model. Software development and technical operations are foreseen to be carried out by a technology partner, while cities act as pilot hosts and potential long-term users. This approach aims to ensure scalability, continuity and impact beyond temporary project funding.
