The Challenge

Cities increasingly rely on digital twins to improve urban planning, infrastructure management and public service delivery. By integrating and visualising data from multiple sources, digital twin platforms enable better decision-making, more efficient operations and enhanced citizen engagement. However, cities require flexible, interoperable platforms that can evolve with changing urban needs and support a wide range of use cases.

The City of Helsinki is establishing a Dynamic Procurement System (DPS) for digital twin platforms to support the ongoing development of its urban digital services. Rather than procuring a single solution, the DPS will enable qualified providers to participate in future competitions for projects involving digital twins, urban data integration and advanced visualisation over an eight-year period.

Organisations that meet the eligibility requirements can join the Dynamic Procurement System and decide which future competitions they wish to participate in throughout its duration.

Background

The City of Helsinki's Urban Environment Division has established a Dynamic Procurement System (DPS) for the procurement of digital twin platforms that support urban planning, infrastructure management and digital public services.

The platforms will integrate and visualise information from multiple sources, including 3D city models, building and infrastructure information models (BIM), point cloud data and other built environment datasets. The solutions will support agile pilot projects as well as operational services for city authorities, stakeholders and citizens. Some projects may involve confidential governmental information and therefore require secure implementation.

Unlike a traditional tender, this DPS allows suppliers to apply throughout its eight-year duration. Once admitted, providers can participate in future competitions for individual projects, selecting only those opportunities that match their expertise.
