Background

The district of Kelheim is planning to offer all people a new mobility service with the need-based passenger transport of "on-demand traffic" that brings independence and social added value and at the same time relieves the burden on the environment.

As the competent authority, the district of Kelheim intends to award a public service contract for transport services as the state KEXI as so-called "Linienbedarfsverkehr" in accordance with Section 44 PBefG with effect from July 1st, 2023.


The aim of the service is to offer people in the Kelheim district mobility according to their needs. To do this, people's ride requests are collected in a predefined operating area and followed with the help of an intelligent ride pooling on-demand route system. This service is known as "ridesharing" and is therefore not subject to a static timetable. The advantage is that trips are bundled and the on-demand vehicles complete the driving orders in real time. In ridesharing, supply and demand are communicated via a platform using GPS-supported software in a firmly defined service area during service hours. A request for a ride is usually sent via an app and an algorithm finds the best driver in real time. The carriage of passengers with similar journeys can be bundled.
