Germany: Framework agreement for delivery and installation of parking supplies at Bike+Ride facilities.
Background
The "Bike & Ride-Offensive" of DB Station&Service AG and the Federal Ministry for Economic Affairs and Climate Protection (BMWK) support local authorities as part of the National Climate Protection Initiative to build new bicycle parking spaces at train stations.
In the coming years, many thousands of bicycle parking spaces are to be created at the train stations. The common goal is to promote the switch from cars to "Bike & Ride" by making the train station more attractive for cyclists and creating a sufficient, orderly and safe bicycle parking offer. One element of support to the municipalities is the availability of a framework contract for the supply and installation of standard bicycle parking facilities.
In order to be able to realize the intended number of parking spaces as quickly and easily as possible, a strong standardization of the processes and the bicycle parking facilities is planned. So that municipalities can order bicycle parking facilities as quickly and easily as possible, DB Station&Service AG is conducting this Europe-wide tender (as a service for interested municipalities) for a framework agreement in an open procedure. It is planned to conclude a framework agreement for the manufacture, delivery and installation of the standard types of systems: row bar system (high-low adjustment, one and both sides) and double-deck parking system (high-low adjustment, one and both sides) . The system types must meet the requirements of DIN 79008 and are certified by an accredited test center.
DB Station&Service AG is the client of this framework agreement, but is not authorized to place orders itself and therefore cannot conclude any individual contracts with the contractor on the basis of this framework agreement. DB Station&Service AG only takes on a supporting function in the processing of individual orders between the respective customer and the contractor.
The BMWK together with the project sponsor 'Die Zukunft – Umwelt – Gesellschaft (ZUG) gGmbH and the customer started this Bike+Ride offensive in order to use these bicycle parking spaces to promote the switch from cars to the combination of bicycles and trains and thus to promote local climate protection . The municipalities can apply for funding of up to 70% of the eligible costs via the guideline for the promotion of climate protection projects in the municipal environment (“municipal guideline”). The municipal guideline stipulates that orders from the municipalities may only be placed after the funding decision has been received. The Federal Ministry for the Environment has issued a declaration of no objection that the conclusion of this framework agreement does not mean that the measures have started prematurely and that this procedure is in principle in line with the municipal guidelines. In addition, the customers are solely responsible for compliance with their own procurement regulations. Federal states have also set up funding programs. Municipalities that are funded through other funding programs may also order from this framework agreement. In addition, local authorities may also order from this framework agreement if they bear the full costs themselves. This framework contract contains the necessary regulations and specifications for the conclusion of individual contracts with the contractor.
