Europe: Assessment of Infrastructure Costs Calculation, Tolls Calculation and Variation for Vehicles in EU Member States.
Background
This framework contract aims to assess the calculation of infrastructure costs and tolls according to Directive 1999/62/EC on the charging of vehicles for the use of road infrastructures as amended.
Directive 1999/62/EC, as amended by Directive 2006/38/EC, by Directive 2011/76/EU, and by Directive (EU) 2022/362, provides the legal framework for the charging of vehicles for the use of roads in the EU.1 The Directive stipulates that tolls shall be based on the recovery of infrastructure costs, and, as the case may be, on the recovery of the cost of traffic-based air and noise pollution and/or CO2 emissions. Tolling arrangements put in place before 10 June 2008 must comply with Articles 7 to 7k of the Directive as long as these tolling arrangements remain in force and have not been substantially modified. For tolling arrangements put in place after 10 June 2008 and for existing tolling arrangements that have been substantially modified after that date, the core calculation principles set out in Annex III of the Directive also need to be applied.
Six months before the implementation of new or substantially amended tolling schemes, Member States have to provide the Commission with a detailed description of the new system. A number of Member States are expected to notify the Commission about new or substantially amended tolling schemes in 2023-2026. The contractor will assist the Commission in the assessment of these notifications, in accordance with article 7h(2) of Directive 1999/62/EC as amended.
The assignment comprises the assessment of a number of tolling arrangements to be specified by the Commission in function of due dates of the tolling arrangements. The precise number of notifications to be received by the Commission is not possible to predict. The contractor should assess the calculation of infrastructure costs and tolls according to Directive 1999/62/EC on the charging of vehicles for the use of certain infrastructures, as amended, in those Member States, which will have notified the Commission of new or substantially modified tolling arrangements, including concessions.
