Austria-Vorarlberg: Development and implementation of a MaaS platform.

In its function as a network organization company, the client intends to procure the development and implementation of a MaaS platform (mobility as a service) for the Vorarlberg transport association in the form of a smartphone app as part of the present award procedure. With this platform, all mobility services (MSP) represented in the Vorarlberg transport association can be used by customers. The data basis for the information on public transport and routing in Vorarlberg will be supplied to the future contractor by the VAO (Austrian traffic information) and must be taken into account and implemented in the event of an order when the service is provided. In addition, the support services for the MaaS platform are to be procured with the present award procedure. This includes in particular the following services as part of second and third level support: maintenance, upgrades, updates, releases, changes, troubleshooting, etc. First level support, on the other hand, is provided by the client itself. Against this background, the immediate subject of the tender includes the development of basic functionalities for the implementation of the MaaS platform. A corresponding test phase then takes place for these functionalities, for which the future contractor must supply the test licenses required in each case. Based on this test phase, an evaluation is carried out by the client. Based on this evaluation, the client then decides whether and, if so, which services of the indirect objects of the tender are called from the framework agreement, which the future contractor then has to provide. The future contractor must provide these services of the immediate subject of the tender upon conclusion of the framework agreement. The indirect subjects of the tender include the ongoing further development and roll-out of the MaaS platform for the client, including the delivery of the licenses required for this. All services of the indirect tender objects are not yet commissioned with the conclusion of the framework agreement; Rather, such an order requires a separate call from the framework agreement. The client is entitled to call up several development phases from the framework agreement.
