Background

SLSO's goal in this procurement is: The right product for the right person in the right place at the right time.


With the previous year's purchases as a reference, SLSO estimates the contract value for a four-year period at SEK 350 million. The ceiling value for the entire framework agreement period (48 months) is SEK 430 million.


The procurement is divided into two stages. This call for applications is the first step.

The description of the content of the procurement in the invitation to apply will form the starting point for the production of the tender phase documents for stage two. As these documents are under development, they may deviate from the description provided here. The description of the logistics service in this step therefore does not constitute minimum requirements. Indicated volumes are estimates and in no way binding on SLSO.


SLSO is tasked with conducting activities that ensure that patients who need consumable aids get these delivered to their homes. Consumption aids are prescribed by healthcare professionals who assess that the patient has a need for this particular product. 


This procurement includes an overall solution for logistics services including:

  • inventory management
  • logistics
  • delivery to patient
  • returns
  • Volume extent


Within Region Stockholm, there are approximately 182,000 patients who are in need of consumption aids at home. The product range includes approximately 3,100 items, including transit items. Estimated warehouse dimensioning is between 2,500 and 5,000 pallet places. In addition, an additional 200-300 square meters of shelf space is required for handling sterile products. Approximately 3,500 order lines and 2,100 deliveries are handled daily. In one month, the approx. 46,000 deliveries are estimated as follows:

  • Cash-in 5%
  • Out of doors 65%
  • Delivery point 30%
  • International deliveries 0.4%

Currently, two new delivery methods are being developed that will change the mix, consignment note and box delivery.

The return rate is 1%.


Products and their properties

Ownership of the inventory balance and capital tie-up rests with SLSO.

The product range is procured separately by Region Stockholm.

FHH manages the calls/purchases to the warehouse.

The consumption aids are currently divided into the following five areas: Incontinence, Compression, Dressings and wound care, Diabetes and Nutritional preparations with accessories.


Warehousing and delivery

At present, approx. 1,500 articles need to be kept in stock by the supplier. In addition, there must be space for transit items.

There are sterile products, which place special requirements on storage and packaging. Handling of sterile products must follow description Swedish standard: SS 8760015:2017 Basic requirements for transport, storage and handling of sterile medical devices intended for use in healthcare. There may be products that require storage and transport at a specific temperature. Currently, all products can be handled in the temperature range +5 to +40 degrees C.


Transport bookings to the patient are handled by FHH, who also settle with the patient the delivery time and method of delivery. The booking is then sent to the supplier working with the carrier (if separate). Delivery address is specified in the booking. Delivery to the patient must take place within 3 days after the supplier receives the booking. The supplier is thus responsible for the transport of the goods between the warehouse and the patient, including any agreements with subcontractors to arrange the transport.


System support

In order to perform the logistics service, the supplier needs to have appropriate system support and routines to manage its commitments and to be integrated in real time with SLSO's system. The real-time integrations must be in JSON or XML formats and communicated via API or SFTP.
