Background
Overall objective
Lolland Municipality today has approx. 200 cars supplemented by the transport employees carry out in their own cars against a travel allowance. The cars are acquired via leasing. In the long term, however, the municipality does not want to own its own transport, but instead to optimize and rethink the solution, in relation to how transport is used today.
In connection with this tender, the municipality wishes to acquire a right of use for the cars, which is why the supplier will own, maintain, service and undertake repairs etc. of the cars. The supplier must therefore include everything in his solution for the municipality. On the basis of the tender, a collaboration, partnership must be established to secure, maintain and continually develop this right of use. It is crucial that Lolland Municipality's primary operations – including home care in particular – are prioritized in the solution.
Lolland Municipality wants a solution where the individual employee can concentrate on his core task, without spending unnecessary time or resources on the administration of transport. The keywords in the desired solution model are "Flexibility" and "Optimization". The solution must be adaptable in relation to the varying needs, as well as the latest measures the market can offer, including digital solutions. The municipality thus wants to acquire mobility - Mobility as a Service (MaaS) - rather than "a car" - to meet the municipality's most important transport needs.
Boundary
The need for transport is limited to people and smaller equipment – for example IT equipment, cleaning articles etc.
Larger items that require boxcars or special vehicles, as well as the transport of more than a maximum of 5 people at a time, are not covered by this tender.
