The Challenge

The objective is to support Warsaw staff in understanding the city’s current logistics landscape and equip the city with necessary information to determine the best approach for preparing the urban freight sector for people-first streets and zero-emission solutions. 

C40 is looking for a service provider to undertake research and develop a sustainable urban logistics memo that will capture lessons learned and barriers from previous logistics projects in Warsaw, as well as produce recommendations for next steps and future projects to achieve zero-emission logistics. The service provider will work closely with the city to understand Warsaw’s unique challenges and opportunities, such as how to accommodate and plan for logistics in areas that are prioritizing pedestrians. 

Who can apply?

This Request for Proposal represents the requirements for an open and competitive process. Proposals should be no more than 15 pages and will be accepted until 5pm CEST, April 22nd, 2024. Any proposals received after this date and time will not be accepted. All proposals should include clear timetables, how you will work with C40, clear costs and detail on experience in this area. 

Please note this is a contract for professional services and not a grant opportunity. Organisations unable to accept contracts for professional services should not submit bids. The work will be completed on the C40 Standard Service Provider Agreement. If the organisation submitting a proposal needs to subcontract any work to meet the requirements of the proposal, this must be clearly stated. All costs included in proposals must be all-inclusive of any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must include a name and description of the organisations being contracted. 

The project will be delivered in Polish, with translation to English provided by C40 (for meetings between the supplier and C40). Proposals can be submitted in Polish or English.

Background

C40 is supporting cities around the world on establishing Zero Emission Areas by 2030, as well as on implementing stepping stone policies like limiting access to fossil fuel urban logistics vehicles. C40 aims to raise the global ambition on Zero Emission Areas, as well as help mayors take steps toward decarbonizing urban freight. 

C40 has identified the city of Warsaw as a leader for Eastern Europe, with the potential to break down barriers and demonstrate success for other cities
struggling with similar challenges. In early 2023, The Mayor of Warsaw announced that the city intends to introduce a Low Emission Zone to restrict access for some of the vehicles with the highest tailpipe emissions in summer 2024. The city council approved the Low Emission Zone in late 2023, a huge milestone that will reduce pollution and clear the way for other Eastern European cities to follow suit. 

Ensuring the logistics sector is prepared to meet Low Emission Zone requirements and transition to zero-emission options remains a challenge for Warsaw. Previous efforts have not resulted in the desired progress. C40 aims to support Warsaw on next steps for equitably reducing urban freight emissions and incentivizing green logistics adoption.
