Background

Westminster City Council, located in the heart of London, with over 200,000 residents and 50,000 businesses, is committed to becoming a net zero carbon council by 2030 and transforming the city into a net zero city by 2040. To achieve this, we've developed a Climate Emergency Action Plan. Key challenges include the need for more granular building emissions data beyond Energy Performance Certificates, a system to track emissions reductions in citywide projects, and a tool for forecasting emissions reductions. Addressing these challenges is vital to accurately measuring and achieving our net zero goals, enabling us to strategically plan interventions and allocate resources effectively as we work towards a Fairer Westminster.
