Background

The aim of the procurement is to challenge suppliers to develop innovative systems that answer the contracting authority's needs. The procurement is be made as a pre-commercial procurement, partially financed by a subsidy from Troms Holding AS. Troms og Finnmark County would like to enter into research and development contracts with the suppliers that have the best idea proposals. Call-off contracts will be signed for phases 2 and 3 that are based on the research and development contract. The innovation contest is scheduled to be held October 2022 - June 2024.


The Challenge

The road network authorities of the county Troms and Finnmark manage important transport routes within the counties road network. The municipalities want to challenge the market to develop smart solutions that improve accessibility and increase traffic safety along some of these roads, where large vehicles frequently meet while there is limited space. The challenge is that about 10 per cent of the road network has a road width that does not meet the road standard requirements. When large vehicles meet in narrow tunnels, one vehicle often has to back up, where the maneuvering can cause damage to both the tunnel and the vehicle. In steep climbs with confusing curvature, it is challenging to see oncoming traffic, often vehicles meet on the narrowest sections - of which vehicles have to stop. With winter-like and slippery sections, large vehicles are unable to take off again, dangerous traffic situations arise at these bottlenecks and food transport risks losing values ​​in the form of delays.
