Spain-Madrid: Designing the bus of the future.
Background
The purpose of this ideas competition is to select a technical proposal for the design and definition of the bus of the future for Madrid, as well as the design and manufacture of a functional Concept bus prototype.
The author of the winning idea will receive, successively, the contract for technical assistance and consultancy services in the manufacturing process of a new bus concept that adapts to its urban and environmental surroundings. The winner of the contest will assume any modification that is necessary to make in the project due to the modification of regulations or as a consequence of its adaptation to the social, legal, economic or social conditions defined by EMT and that are applicable at the time of manufacture of the bus.
Phases
Phase A. Ideas contest.
The contest will have the following prizes (Phase A):
- The prize for the winning team of the contest will be commissioned by EMT for technical assistance and consultancy in the manufacturing process of the new bus concept of the future for Madrid.
- In addition, the winner will be awarded with an economic endowment of €100,000.00.
- There will be a second prize (or finalist), which will be awarded with an economic endowment of €50,000.00.
The prizes will be paid to the different teams -winner and runner-up-, once the names of the winning team and the finalist have been made public. The winner will receive the aforementioned €100,000.00 on account of the price of the service contract that they will receive at the time. In addition, all of them will receive a diploma.
For the payment of the prizes, the winner and the finalist team must submit an invoice to EMT for the concept of the prize received and for the corresponding amount according to the amounts detailed above.
Phase B. Contract for technical assistance and consultancy services in the manufacturing process of a new concept bus of the future for Madrid and design and manufacture of a functional Concept bus prototype to be awarded through a negotiated procedure without publicity.
EMT reserves the right to withdraw from Phase B, without the winner of the ideas contest having the right to claim any amount as compensation.
The points to be negotiated in Phase B of the negotiated procedure without publicity will be the following:
- The economic offer.
- The technical aspects that must be defined and adjusted on the proposal chosen in Phase A.
The estimated value of the contract to be processed in Phase B through a negotiated procedure without publicity will be €300,000.00 (VAT not included) and its execution period will be 18 months from the day following its formalization, although conditioned to the award of the bus manufacturing supply contract to be tendered by EMT. In the same way, the contract for technical assistance and consultancy services is considered a complementary contract to the bus manufacturing supply contract -which is defined as a main contract -, so that its term of duration will be adapted, in any case, to that of the latter, as it has a dependency relationship and considers that its object is necessary for the correct performance of the benefit or benefits referred to in said main contract.
