Background

The object of the service contract is the elaboration of the Feasibility Study with documentation elements for approval of the intervention works according to the provisions of H.G. no. 907/2016 with subsequent amendments and additions, of the Technical Project and execution details and the granting of technical assistance by the designer during the execution period of the works, for the investment objective "Increasing non-polluting urban mobility through integrated type investments in smart solutions related to the Corridor of integrated mobility South West - Center (Rîmnicu Vîlcea street - Basarabilor Boulevard) of Curtea de Argeș Municipality", in accordance with the provisions of the Terms of Reference and the conditions in the contract.


Objectives
  • Bike-sharing system: Expansion of the existing bike-sharing system by placing a maximum of 4 more automated bicycle rental stations with a maximum number of 40 bicycles. Each automated bicycle rental station will have a minimum of 15 docking places. Racks for short-term bicycle parking with a minimum of 20 spaces will be placed on the route;
  • Footbridge: A two-way footbridge will be built for the bike lane according to the route indicated on the map and in the Design Theme attached to this Specification that will respect the height regime in force, related to the category of road it will cross. This will connect Râmnicu Vâlcea Street and the area of ​​1 Decembrie 1918 Street and will be approximately 1 km long.
  • On approximately 170 m of the related length of the footbridge, there will be no pillar-type support elements, its lighting being carried out both above and below, by means of the LED strip but also by connecting the lighting sources to the city's lighting system;
  • Cycle track: This will have a length of approximately 6.5 km, arranged on the route related to Rîminicu Vîlcea str., the footbridge connecting Rîminicu Vîlcea str. and the area of ​​1 Decembrie 1918 str. and on Pompieri str. to the intersection with Bd. Besarabilor. Its width will be 1m in each direction (according to STAS).
  • Considering the existence of the trench for the collection of rainwater, on Rîmnicu Vâlcea Street it will be necessary to resize it and install a roadway channel to allow the possibility of building the bicycle path or the sidewalk.
  • Sidewalks: The surface of the sidewalks will be approximately 10,000m2, and their modernization will be carried out differently depending on the area;
  • Pedestrian crossings: Will be modernized/established approx. 5 pedestrian crossings by intelligent horizontal signaling.


Process

The following stages will be carried out within the contract:


Stage I – Elaboration of the feasibility study;

During this stage, the following documents will be requested from the provider:


  • Feasibility study with documentation elements for the approval of intervention works prepared according to the provisions of H.G. 907/2016, regarding the elaboration stages and the framework content of the technical-economic documentation related to the investment objectives/projects financed from public funds, with subsequent amendments and additions. The framework structure of the SF also includes the necessary technical studies, taking into account the specifics of the location, respectively: Hydrological and hydraulic studies, Archaeological studies, Land occupation studies, Identification and clearing of the land from unexploded ordnance (if necessary);
  • Geotechnical study;
  • Topographical studies;
  • Technical expertise;
  • Traffic study;
  • Opportunity study;


Stage II – Development of the Technical Project + D.D.E + D.T.A.C + D.T.O.E;


During this stage, the following documents are requested from the provider:


  • Supporting documents for obtaining approvals/authorizations;
  • The technical project and execution details (P.T. + D.D.E.);
  • The technical documentation for obtaining the Construction Authorization (D.T.A.C.);
  • Technical documentation for the Organization of Execution (D.T.O.E);
  • Technical documentation necessary to obtain approvals/agreements/authorizations.

Stage III – Provision of technical assistance during the execution of the works
During this stage, the following is required of the provider:
  • Technical assistance during the work procurement procedure;
  • Technical assistance during the execution period of the control
  • the act of works;
