Background

RDW is responsible for managing the Central Driving License Register and serves as the chain director in the driving license issuing process. In addition to the RDW, the Central Office for Motor Vehicle Driver Testing (CBR - Centraal Bureau Rijvaardigheidsbewijzen) and the Dutch municipalities are also involved in the driving license issuing process. In addition to proof of the ability to drive, the driving license has also been designated as an official identity document in the Netherlands.

Since the first contact moment at the city hall will be eliminated for application, measures are needed to establish the

applicant's identity. Along with digital authentication (DigiD), this verification will take place by comparing the passport photo submitted with the new application against the passport photo already on file in the Central Driving License Register. This photo comparison will take place using photo comparison software.
