Background

The purpose of this tender is to solicit proposals for the development of a Framework Masterplan for Naas town's North-West Quadrant, which is the most significant development opportunity in County Kildare. Kildare County Council aims to create a Sustainable Urban Expansion Area (SUEA) in this region, integrating a well-balanced mix of uses with sustainable mobility strategies and high-quality urban design.


The masterplan aligns with the objectives set out in the Naas Local Area Plan 2021-2027, in accordance with national and regional planning frameworks. It seeks to update land use strategies, inform future land use plans, and become an integral part of the Naas LAP through statutory amendments.


The North-West Quadrant's development is envisioned to:


  • Enhance Naas as a cohesive, compact, and sustainable town.
  • Boost Naas Town Centre's economic and cultural potential.
  • Promote sustainable commuting and contribute to decarbonization.
  • Create a 10-Minute Neighbourhood with convenient access to community infrastructure.
  • Provide essential infrastructure and services for the broader Naas area.
  • Serve as a model for urban extension development in Ireland, addressing national challenges and opportunities.

The project involves several stages, including planning, engagement, evidence gathering, and reporting, ultimately culminating in the integration of the Framework Masterplan into the Naas Local Area Plan.
