Germany-Frankfurt-am-Main: Development of Sustainable Urban Mobility Plan (SUMP)
Background
As part of the Indonesian-German Green Infrastructure Initiative, KfW is financing and procuring the services of a Consultant to develop a SUMP for the Metropolitan Area of Surabaya (approx. 10 million inhabitants) in East Java, Indonesia.
KfW commissioned a preparatory study in autumn 2021 to prepare the SUMP process and thereby lay the foundations for this consultancy.
The development of the SUMP shall follow the guidelines for SUMP development as issued by the European Commission (https://www.eltis.org/mobility-plans) and further adapted to the Indonesian case by Bappenas (Midgley, 2020). The assignment shall cover steps 1 to 9 of the EU SUMP development process.
The service to be provided by the Consultant for the SUMP development within a period of 18 months include, inter alias:
- Data collection and data analyses
- Stakeholder participation, vision and strategy development including goals and objectives as well as scenario building
- Identification and prioritization of projects, measures and actions, cumulating in a comprehensive Action Plan as core element of the SUMP, agreed with the local stakeholders.
