Background

The contractor aims to implement the Weststadt development plan which contains three subtasks: 


  • On the one hand, the level of spatial planning is to be examined. This deals with the superordinate and connected spatial structures and networks (structural concept) as well as more concretely with the development framework conditions of individual development areas (so-called magnifying glass areas). As a cross-cutting task, the question of the area's climate neutrality in connection with the transformation processes should be considered in an integrated concept. In order to be able to implement essential initial projects, planning is required as well as a strategy based on it and suitable instruments for implementation. Such an implementation strategy with the definition of suitable instruments is part of the task. This also includes a review and further development of the existing committee for monitoring the implementation of the framework plan (the so-called framework planning advisory board).


  • On the other hand, participation in planning is given high priority. In the two districts affected by the planning (Lindenthal and Ehrenfeld), the citizens are very active and are united in civic associations, but also in various initiatives and are involved, for example, in the general planning advisory board in Braunsfeld, Müngersdorf and Ehrenfeld. Participation in the Weststadt development planning process should therefore be adapted to the different target groups in the area with different formats based on a coordinated concept. Politicians, stakeholders, actors and administration must also be included in the process on an equal footing. In order to make this participation neutral and structured, the corresponding participation events should be moderated by a trained person.


  • The third sub-task is the creation of a sustainable traffic and mobility concept. The handling of traffic in the area of Weststadt development planning poses new challenges against the background of the current settlements that require a solution. From today's perspective, traffic must therefore be checked and sustainable solutions for organization and processing developed, also against the background of spatial planning and the climate neutrality concept.


Overall, the three subtasks described are intertwined and should be viewed as an integrated entity. The service description picks this up again and assigns these work packages and services.
