Background

The European Union for Space Prorgamme (EUSPA) is looking for a contractor who shall analyze and evaluate the technical feasibility of innovative proof of concepts, in the areas set in the tender specifications and demonstrate technically the selected proof of concepts using Copernicus data and services, in order to show the benefits of such data and services in user’s operational environment.


Mobility, emergency and infrastructures’, encompasses five (5) proof of concepts including aircraft emission measurement and monitoring, emergency preparedness and early warning of floods, autonomous navigation and ship route optimization, smart mobility and autonomous cars and infrastructures monitoring. In this lot, the contractor will analyse the above-mentioned proof of concepts and demonstrate three (3) of them to be selected according to the provisions of the contract.


  • Proof of concept 1: Aircraft Emission Measurement and Monitoring (applications may include among others emissions assessment, traffic and operations optimization)
  • Proof of concept 2: Emergency Preparedness and Early warning of Floods (applications may include among others underground water monitoring)
  • Proof of concept 3: Autonomous Navigation and Ship route optimization (applications may include among others fairway monitoring service and navigation through Sea Ice)
  • Proof of concept 4: Smart mobility and Autonomous cars (applications may include among others sustainable mobility, congestion control and driving comfort)
  • Proof of concept 5: Infrastructures monitoring (applications may include among others site selection and planning, and infrastructures environmental impact)


The implementation is split in two phases:

  • Phase 1 will be dedicated to the technical feasibility assessment of the 5 proof of concepts indicated above, and provide recommendations to EUSPA on which top 3 proof of concepts will need to be demonstrated.
  • Phase 2 will be dedicated to the development and technical implementation of the 3 proof of concepts (including adoption roadmap, promotion and financial feasibility assessment).
