Background

This group purchase concerns the conclusion of a framework agreement with one contractor. The framework agreement concerns a supply order. The framework agreement establishes the global framework that serves as the basis for the award of the individual contracts. The framework agreement includes the leasing of bicycles to the staff of various boards in the Antwerp Kempen region who are members of the intermunicipal purchasing department of IOK (see appendix C of the procurement documents).


The boards want to make an extensive and high-quality range of bicycles available to their employees.


It concerns a non-exclusive framework contract without any purchase obligation. Consequently, notwithstanding the conclusion of the framework agreement by the contracting authority IOK on the basis of the present specifications, the aforementioned authorities are free to place orders elsewhere during the term of the contract or not to place an order. The contractor cannot claim compensation for this.


IOK, the intermunicipal development company for the Kempen, is a service-providing association. IOK aims to support the 29 affiliated municipal authorities. IOK's extensive range of tasks includes activities such as industrial land policy, social land policy and a whole range of support services in the context of extended local government: intermunicipal environmental service, safety and well-being at work, legal advice, spatial planning, technical services.
