The Challenge

The CIVITAS Replication and Deployment Programme aims to assist cities in adopting innovative solutions to address their transport challenges through activities like twinning sessions, co-creation workshops, and site visits.

Cities often face difficulties in implementing sustainable urban mobility solutions due to factors such as organisational issues, operational schemes, enabling technologies, business models, stakeholder engagement, supporting public policies, and institutional frameworks. The programme focuses on these areas to facilitate the replication of successful strategies.

Who can apply?

The programme is structured into two cycles, each involving 18 cities: 12 Champion Cities and 6 Challenge Cities.

  • Challenge Cities can apply to receive support in tackling specific sustainable urban mobility challenges - deadline to apply until 25 April.
  • Champion Cities can participate by sharing their expertise and best practices - the call for applications is scheduled to open in May 2025.

This call is open to all cities based in EU Member states or Horizon Associated Countries (*). However, for Challenge cities applications, priority will be given to cities that applied to become one of the 100 Mission Cities but where not selected. For Champion cities applications, priority will be given to cities that have been involved or are currently involved in CIVITAS projects, in order to boost the replication of CIVITAS measures and solutions.

Background

The CIVITAS Replication and Deployment Programme is organised into two main cycles:

  • First cycle (2023-2025): Focuses on topics such as sustainable urban logistics, placemaking and participatory processes, and universal design and accessibility. Activities include matching Challenge Cities with Champion Cities and organizing study visits to facilitate knowledge exchange.
  • Second cycle (2025-2027): Set to begin in January 2025, with a call for applications to continue supporting cities in developing deployment plans for sustainable urban mobility solutions.
