The Challenge

In 2020 pedestrian constituted 16% of all road users. The city’s goal is to increase the percentage to 20% by 2030. According to the OECD, Israel has a higher casualty rate of pedestrians, than the OECD average. The city of Tel Aviv-Yafo is leading a mobility strategy to “tip the pyramid”.


The strategy aims to prioritise pedestrians to increase walkability, promote shared mobility and the use of public transport, and boost micro mobility uptake. This holistic strategy has at its core the provision feasible alternatives to car ownership. One of the key lines of action for the city follows the need to ensure pedestrians are safe from harm, and consequently reduce the alarming number of pedestrian injuries and fatalities.

The Solution

Cognata created a safety digital twin of the area of the City of Tel Aviv, chosen by the municipality. This road section is a part of their “Vision Zero” project, aiming to reach zero casualties in road accidents.


Cognata and The Tel Aviv Municipality defined the safety use cases (scenarios) to be examined using the safety digital twin, focusing on lines of sight and speeds of different road users. For example: Dangerous events involving bypassing motorcycles, or trucks standing on the rightmost lane and blocking the sight.


After creating and performing large-scale analytics of the scenarios, Cognata created a report regarding accident probability in the area, based on the different lines of sight, speeds and initial positions of different road users. With this report, the municipality gained valuable insights that will help it improve road safety in the area.
